Australia’s new standards framework confirms: connected care starts with consistent data

A clinician treating a patient shouldn’t need to wonder whether the system in front of them is showing the same information their colleague saw an hour ago, in a different building, on a different platform. A pathology result should mean the same thing whether it’s read in a regional hospital, a metropolitan specialist practice, or a patient’s own health record on their phone. And a patient shouldn’t miss out on a blood test because a paper request slip was lost, thrown out, or never arrived.

That consistency of language, structure, and meaning across every system that touches a patient’s care is what digital health standards exist to deliver. It’s what the Australian Digital Health Agency’s National Framework for Digital Health Standards, published in May 2026, sets out to coordinate nationally for the first time.

Why a national standards framework matters for Australian healthcare

The framework recognises the need for a unified national approach to how digital health standards are adopted, governed, and implemented. It acknowledges the problems directly: adoption has been inconsistent, commercial incentives have favoured proprietary approaches over nationally consistent ones, legacy systems have constrained progress, and no national governance mechanism has existed to coordinate the effort.

The result is a healthcare system where clinical technology is widespread but information remains fragmented, where data exists but doesn’t always reach the clinician who needs it, when they need it, in a form they can act on.

The framework responds with five priorities: a national governance model for standards adoption, stronger evidence of the benefits, workforce capability uplift, better coordination across the sector, and practical implementation support. Underpinning all five is a commitment to open, commercially agnostic standards, favouring interoperability over any single vendor’s proprietary approach.

Standardised data as a prerequisite for safe AI in healthcare

Critically, the framework highlights that standardised, structured clinical data is a prerequisite for safe artificial intelligence in healthcare. Nationally consistent terminology and coding is essential for reducing the risk of AI-generated errors in clinical information. As health systems increasingly turn to AI-assisted tools, from clinical documentation to clinical decision support, the quality of the data those tools rely on becomes central to patient safety, not just a technical concern.

This connection between data quality and AI safety is one of the framework’s most significant contributions. It establishes a national policy position that responsible AI in healthcare begins with the standards layer, not on top of it.

How Magentus has built on open standards

Electronic requesting built on HL7 FHIR. The Magentus eRequests platform enables electronic pathology and diagnostic imaging requests built on HL7 FHIR and the HL7 AU eRequesting standard. It replaces paper-based workflows with structured, standards-compliant request data that follows the patient, not the slip of paper. For patients, that means fewer lost or delayed requests and a faster path from their doctor’s referral to a completed test. For diagnostic providers, it means receiving consistent data regardless of which system generated the request.

“The framework’s emphasis on FHIR and the Sparked Accelerator reflects the direction Australian interoperability has been moving for several years,” said Dr Andy Bond, Interoperability Architect at Magentus. “What eRequests demonstrates is that standards-based information exchange isn’t just a theoretical goal, it’s already in full flow, improving how patients access diagnostic services today.”

Standards-based integration for oncology care. Charm Evolution, the Magentus oncology platform, utilises HL7 AU messaging to integrate with external health systems, alongside APIs via the Magentus eHealth Service to connect with My Health Record and ePrescribing. This enables structured exchange of clinical information between providers, reducing reliance on isolated systems and supporting more coordinated care. For the nearly 75,000 cancer patients whose treatment is managed through Charm Evolution each year, many of whom are treated across multiple sites and services, that connectivity helps ensure treating oncologists have timely access to results, discharge information, and prescribing history from other providers. Care decisions are better informed, and patients aren’t left navigating the gaps between systems themselves.

Clinically governed AI built on standards-compliant data. When the framework argues that standardised data is the foundation for responsible AI, it validates the approach behind the Magentus Data and AI Trust Centre. Magentus has been deliberate about developing tools for clinical documentation and clinical decision support on clinically governed, standards-compliant data foundations. In healthcare, the consequences of getting AI wrong are borne by patients, so data quality is non-negotiable.

Sharing by Default and what comes next

The framework arrives alongside the Sharing by Default legislation, which will require pathology and diagnostic imaging providers to share results to My Health Record. The standards framework now provides the governance and coordination to ensure that sharing happens consistently and safely across the system.
